Abstract

As a result the specificity of social and pedagogical conditions of every period and their influence on activities efficacy of methodological structural subdivisions of district departments of education has been revealed. The rational division into periods in the activities of district departments for skill improvement of pedagogical training specialists on the basis of objective factors, analysis of influence it is defined and grounded on; the social, dynamic, continuous, systematic character of skill improvement of civic education specialists is defined too.
