Abstract

The article highlights the normative legal and scientific-methodological foundations of public self-government and public-management in the sphere of education; the necessity of transition from a state to a state-public form of education management as a weighty component of the state humanitarian policy is proved; the need to develop scientifically based models of public self-government and public-public management at the regional and local levels is shown; Diagnosis of the management and evaluation system of management per- sonnel was carried out, etc.
