PECULIARITIES OF TEACHING STAFF FORMATION IN HIGHER TECHNICAL EDUCATIONAL INSTITUTION IN 1917-1929

The main directions of teaching staff formation in higher technical educational institution
in 1917-1929 have been cleared up. The author has mentioned the following directions: release
of all the professors who did not have recommendations from department’s Councils and
Educational committees in higher educational institutions; abolition of all academic degrees and
titles and associated privileges; introduction of commissioner’s councils as governing bodies,
which can reveal personnel issues; activation of purges and repressions against the prerevolutionary professors; regulation of wages; use of compulsion methods to fill vacancies in
emerging higher technical educational institutions; separation of research departments from
educational departments; regulation of post-graduate studies.
