THE ESSENCE OF THE FORMATION OF HUMAN RESOURCES IN HIGHER EDUCATION INSTITUTIONS

Abstract

Purpose. The purpose of the article is to systematize and generalize the interpretations of the conceptof human resources formation available in domestic and foreign scientific discourse; to analyticallycomprehend the substantive and functional differences between these interpretations in the context of various types of organizations; and to substantiate the author’s definition of human resources formation in highereducation institutions, taking into account the specifics of their academic activities, multi-level organizationalstructure and the combination of educational, scientific and socio-cultural functions.Methods. The methodological basis of the study is the analysis and synthesis of scientific sources,comparative and content analysis, logical-theoretical generalization, systematization and interpretationof scientific approaches. The work uses an interdisciplinary approach that combines the provisions of the theoryof personnel management, human capital economics, strategic management and higher education pedagogy.Particular attention is paid to the analysis of domestic and foreign studies in which the formation of humanresources is considered as a managerial, resource, developmental and institutionally determined process.Results. As a result of the study, it was established that in modern scientific discourse the formation of humanresources is interpreted as a purposeful and continuous process that includes the selection, development,motivation, professional socialization and reproduction of personnel. It is substantiated that in higher educationinstitutions this process has specific features due to the combination of educational, scientific and socio-culturalfunctions of the university, the peculiarities of academic work and the need to ensure sustainable reproductionof scientific and pedagogical personnel. It is proved that the formation of human resources in higher educationis implemented at the institutional, faculty and department levels and involves the integration of managerial,resource and value mechanisms.Conclusions. It is concluded that the formation of human resources in higher education institutions should beconsidered as a systematically organized and multidimensional process of creating, developing and reproducingprofessional, scientific, pedagogical, innovative and value-based characteristics of scientific and pedagogicalworkers, which ensures the implementation of the educational and scientific mission of the university, itscompetitiveness and sustainability in a changing educational environment.
