Historical-pedagogical sources, periodicals, monographs and reports of leading educators are studied, analyzed and summarized in the article. The relevance and need to turn to the
historical experience of the past to solve the problems that exist in the modern system of management of education is defined in the article. The author presented a number of facts that determine the historical period of 80-ies years of the XX century as the most favorable and the least studied in terms of this problem
