FEATURES OF ORGANIZING THE PROCESS OF REINTEGRATION OF HYBRID WAR VETERANS: THE QUADRUPLE HELIX APPROACH

Abstract

The article reveals the peculiarities of building the process of reintegration of veterans of the hybrid warin Ukraine based on the Quadruple Helix principles. This model of socio-economic relations as an extendedversion of the Triple Helix model involves cooperation between various circles of scientists, manufacturersand authorities, adding to the participants of the interaction the fourth spiral – the community or civil society.A model of building relationships between representatives of various links of the four-link spiral is presented,the key stages of the process are defined, and forms of interaction at different stages are proposed. The articleargues that the Quadruple Helix approach to the reintegration process will contribute to taking into accounta wider range of needs of veterans and optimizing the process of socio-economic support for this categoryof citizens. The purpose of the article is to conceptualize the model of the process of reintegration of veteransof the hybrid war in Ukraine according to the Quadruple Helix concept. Achieving the set goal involved solvinga number of tasks, namely: studying and summarizing the leading experience of the scientific community onthe problem of reintegration of hybrid war veterans; analysis of prospects for the application of the QuadrupleHelix approach in building a model of the process of reintegration of veterans of the hybrid war in Ukraine;creating and substantiating the effectiveness of the hybrid war veterans reintegration process model based onthe Quadruple Helix approach.The research was carried out using a set of theoretical (analysis, generalization, systematization) and practical(observation, modeling) methods.The scientific novelty of this research can be seen in the adaptation of the socio-economic interaction modelto the sphere of planning and implementation of social support for hybrid war veterans with the aim of theireffective reintegration into civil society.The conclusions confirm that the Quadruple Helix model of socio-economic relations can be effectivelyimplemented in the process of reintegration of veterans of the hybrid war in Ukraine, as one that integratesthe interests of key participants in the process.
