INNOVATES OF SOCIAL WORK IN THE COMMUNITY WITH FAMILIES WHO HAVE LEADED IN COMPLEXIVE LIVING CIRCUMSTANCES
Abstract
The article deals with the creation of a modern family-oriented system of social services, preservation of the family and ensuring the interests of the child. The results of approbation of the optimal model of provision of social services in the territorial community, its achievements and risks are investigated. The role of a specialist in social work in restoring the prestige and stability of the family, studying the needs for social services of the territorial community and accounting for the families they need due to difficult life circumstances are highlighted. The necessity of changes in the approaches to the evaluation of the work of social work specialists, the main of which is effectiveness, targeting, timeliness, convenience, accessibility, professionalism, is substantiated. The analysis of the results of approbation of the optimal model of provision of social services, preconditions and stages of implementation, establishment of systemic cooperation on protection of rights and improvement of the lives of families and children is made. The role of monitoring the provision of social services in the community and disclosure of the main monitoring results is highlighted. The main forms of provision of social services, target groups, aimed at innovation model, priorities and directions of development of social services, influence of innovation on the whole system of social services are explored. The normative and legal support of the social service system in the conditions of decentralization is analyzed.
